Texas Association of Sports Officials

Welcome to the rules page of PecanValleyRefs.com. So, you think you know the rules of football? Here is an example of a recent test question that officials must take prior to the football season. Answer is at the bottom of the page.

Second and 18 at the Team B's 40 yard line. After throwing a legal forward pass, quarterback A12 is roughed by B61. A84 catches the ball and runs to Team B's six yard line where he fumbles. B12 recovers the fumble, advances the ball to the 28 yard line where he fumbles. Then, A29 recovers and is downed at B's 30 yard line.
Choose an answer below.

  1. Team A can accept the play, decline the penalty, and take the ball at Team B's 30 yard line

  2. Team A can accept the play, take the penalty, and have the ball first and ten at team B's 15 yard line

  3. Team A can accept the penalty, and take the ball at Team B's 25 yard line. (15 yards from the previous spot)

  4. Team A has the option to do any of the following above.

Supplemental Question for fun.... How do you explain this to the team captain, get the best answer, and have both coaches accept the outcome in the heat of the battle?

2009 NCAA Rule Book   NCAA 2009 Rule Changes   2009 Rule Exceptions (UIL Rule Exceptions)

Answer to question above. Option D.
How do you explain this to the team captain and coaches? There is no right or wrong answer. My suggestion is to keep it simple. Tell team captain A, "You have a penalty on team B, do you want the ball on the 15, 25, or the 30"? I bet they make the right choice and you can defend that to the coaches. Then, you just have to give the signals. Good luck!
